Description
This adds a total war wargoal from game start. AI should almost never use it. I created this after having multiple issues with other total war mods.

In total war, white peace is keeping everything as it currently stands. In normal war, everyone retains the current systems they have claimed.

Total war is a function where every single system taken is immediately granted to the attacker, and the only possible way to end it is white peace.
