it's an official guide on everything concerning the steam workshop
if you have made something like a texture pack before, then you know that in the folder of your texture pack you would have a "Content" folder, and then inside that an "Images" folder.
If you want to make a music pack you'll just need to make a "Music" folder inside the "Content" folder (so it's next to the "Image" folder) and put your mp3 files in there and just give them the right number. You need to name them Music_1 or Music_2 or Music_38 depending on what number the song has which you want to replace (you can find a list of these numbers on the page i linked).
