Requirements
In order to install mods you'll need to download SA Mod Manager and the .NET 7 Runtime to open the program:
You don't need to install the 32-bit versions unless your CPU does not support 64-bit programs.

With that out of the way let's get into the next step.
Installing the Mod Manager
Now we'll need to get the mod manager into the game folder, to do this you need to:
  • Go to C:\Program Files (x86)\Steam\steamapps\common\Sonic Adventure 2
Or:
  1. Open Steam and right click Sonic Adventure 2 in the game library list.
  2. In the menu it opened, go through Manage > Browse local files.

Now with the game folder open, right click the file release_x64.7z or release_x86.7z, depending on the one you downloaded, and then select Show more options, then select Open with and finally Windows Explorer.

With the folder open, you can drag SAModManager.exe into the game folder.

It should look like this:

After that open SAModManager.exe and click the Install Mod Loader button:

    Installing Mods
Now its time to get mods. You can find them in these pages:

To install a mod there are two ways you can do it:
    Manually
    1. Click on the Add Mod button.

    2. You can choose to install from an archive (.zip) or a folder, depending on the mod you downloaded.

    3. Choosing either option will let you find the mod you downloaded, or had before, and will extract it in the mods folder automatically.
    Automatically
    • In GameBanana, you have this option when downloading mods, clicking it will automatically do all the install process:

After installing a mod, they need to be enabled by clicking the checkbox next to the mod's name, then click Save & Play or Save to use the mods:
    Troubleshooting
Here there are fixes that you can use to avoid any issues while playing the game:
    • For anyone still using the previous mod loader, SA2 Mod Loader is no longer supported, if you have it on your game folder, follow this guide to get SA Mod Manager and you will see this:

Select Yes and you will have your mods working as before.

    • If the game crashes when starting it up (even when no mods are being used), use the Borderless Fullscreen option in the mod manager as the game will usually crash when loading in fullscreen:

Game loads fine in fullscreen with integrated GPUs, e.g. Intel HD/UHD, AMD Vega.

    • If the game runs at twice the speed or incorrectly, click this option in the mod manager:

There are plenty of patches now included into the mod manager, using all of them is usually a good way of preventing any crashes that can occur during the startup of the game, or while in the middle of playing.

for a moment, I though I needed to once again, install all my SA2 Mods again
last time, I got everything ordered the way it needed to be so the mods loaded fine (a bunch of QOL and Retranslations mods for SA2 mostly with HD Cutscenes here and there)
good thing I took a screenshot of how I had my mods configured and their order
because the mods do load in the new version of SA Mod Manager (which was already inside my Sonic Adventure DX Steam folder) but the order was all over the place
would check here once in a while when I find new mods or ones that replaces old ones I am currently using
I hope that with the new manager updates, it becomes easier to mod Sonic Adventure 2 Battle honestly, as it had fewer mods in comparison to Sonic Adventure DX a year and a half ago

    Oh I see, thanks.

Yeah it doesn't matter where you launch it from, it automatically applies the mods when you install the mod loader

Today the mod loader randomly started having an impact on my game. I had it set to display console info in-game and when I launched the game normally from steam it was displaying console info. I still can't launch the game from the mod launcher itself but it seems like it is interacting with my game.
