would it be functional?
It's a good start but to capture that real pod racer feel with high speeds it needs to have large straight aways to gain some speed. Combine with some hasards like pillars in the middle of the track or perhaps a rotor blade. So that your cruising along at high speed and have to weave back and forth to dodge things.
Right now all the tight turns make it so you can't go too fast, since the inertia will cause you to slam into the wall. Thus you end up going fairly slow since one wipe out could potentially total your ship.
