Must be built adjacent to your Capital, and you must have founded a Religion.

Thou, imo it would be nice if one could also build this adjacent to their Holy City, in addition to the Capital.

I do not experience start-up errors with this mod. Anybody experiencing start-up errors is likely surpassing the "asset limit".

I'm getting a +20% modifier while having my capital and Russia's capitals converted to my religion. Shouldn't the bonus in this case only be +10% ?
