Vertical and horisontal nuclear reactors work differently

Description
For some reason vertical and horisontal reactors work differently. These are two preset nuclear engines, but for one reactor is horisontal, and there is nothing different beyond that. That results in reactor heating up faster, but boiler either don't heat up or don't output steam.
