Khe's Swansong Fix

Description
This is a small fix for Swansong, to put a hard timeout on the charge attack state, which under certain circumstances can become stuck and in vanilla causes the fight to stall.

Incompatibilities: technically none, but it's included in FU so it's not necessary to have it with that.
