This is @Mulleboy's The Great Plan, as "fixed" by asterisk11231 (improved - the highways and junctions are still lacking) generously overlaid with Tychen's universal road pattern patch. I had raised the population to 6k, in order to unload the asset, then wiped everything away with Move-It, and then slathered on Tychen's asset like a cookie cutter. It's also plumbed with water pipes.

No highway connections, no water pumps, no subway, no rail, etc. Just roads, and the water grid. Room on the edges to add in big things like nuclear, or to move and reroute highways, add in exchanges etc... or add in more of the Tychen blocks.
