Italian Coring Decisions

Description
Adds a set of decisions to Italy that allow them to core some of the territories that historically showed some levels of Italian irredentism in the early 20th century.

The decisions only require control over the states and political power (its simple b/c i'm too smoothbrained to make it any more complicated).

Decisions:

- Savoy
- Corsica
- Dalmatian coast
- Malta
- Southern Switzerland
- Albanian and Kosovo (not realistic but whatever)

Can you update this mod and make southern switzerland not so big, like in ambitions italian map of 1936 ?

You can also put a requirement of 30 compliance. This is how mich Bulgaria needs to core the Balkans.

While I may not know much about Italian Irredentism I think I remembered there being Irredentist claims on Montenegro
