Vanguard Server Tools

Some simple server tools for the Vanguard. Only required to be launched on the server.

Current tools:
Server FPS Counter - Outputs the fps of the server to the log file.
Client Addon Checker - Compares the addons loaded by the client and server and outputs any discrepencies to the servers log file. Is not required to be loaded on the client for the checker to work.

Current issues:
Client Addon Checker - Has some issues where it outputs some mods that are actually loaded on the server. Any false positives should be extremely easy to spot though as you should be able to see the mod on the servers modlist.
