Campfire Respawn(+Maximum HP penalty)

Description
The maximum HP penalty is added based on the original mod.And fix some bugs.
Health_Penalty_Generic: decrease percentage of upper limit of blood volume per death.
Health_Penalty_Maximum: maximum percentage reduction of maximum HP.
I refer to "从骨头复活" code, so this mod conflicts with it.
