first policy is in public service. The only way this could make not enough money to pay your deficit is if you have an enormous debt or had a mod with an expensive policy. This policy adds 34 TRILLION dollars in the US. That can pay for every policy ever without a need for taxes.

i copied the border icon from the unmodded game, added a few lines and it worked. I think it's just broken

I'm not totally sure but it might be the name of it, maybe it doesn't like the fact it's all just symbols and not letters/numbers, I did try using a different image that should work but it didn't anyway so that's the only conclusion I can think of atm.
