Well that grunt is Hank, and this was made at the earlier phases of Madness Combat, so yeah.

why would grunts build a device that is only used to track the sheriff

i mean its kinda useful when he gets kidnapped or lost in some forest (wait does nevada have forests?)

Well it's just a prop, therefore it doesn't have any tracking ability, pardon.

The logical explanation of this is that its tracking the signals from the sheriff's phone, but we don't even know if the sheriff has a phone.
