Hikaru Usada from the Di Gi Charat series. I don't really know much about this series, but I hope the people that do enjoy this addon.
Apparently, she calls herself "Rabi~en~rose" and is Dejiko's rival.

This model was ripped by the commissioner themselves.
The second screenshot was also done by the commissioner.
