Just a small mod mostly for RP games. All requirements for ethic shifting and reforming government have been significantly relaxed.

Reform government cooldown: 20 years --> 10 years
Reform government cost: 250 influence --> 100 influence
Minimum support to embrace a faction: 20% --> 10%
Embrace faction cooldown: 10 years --> 5 years
Embrace faction cost: 500 influence --> 100 influence

Compatibility note: this unfortunately has to overwrite the pop_faction_types files, making it incompatible with mods that add, remove, or modify factions.
