Fast regen [1.3]

Description
In A16 health regeneration speed was lowered, resulting in colonists that end up spending more than 2-3 days in beds to fully heal. It makes hardcore scenarios extremely hard, if not impossible to play. Wounded colonists constantly get mental breaks then fight with other colonists and end up becoming even more wounded and angry and so on..
This significantly reduces the game's dynamics. I've decided to fix it.

The Fast Regen mod adds to the game 3 special medical beds for colonists (2 for animals) for 3 different tech levels.
These beds provide a regeneration boost much stronger than common hospital beds.

I've updated the mod to support v1.3. No XML file changes were necessary. I've only created a new folder with 1.3 and copied the 1.2 version in there. I've also updated the About.xml to support 1.3.

Just to be sure: This is not my mod! I've just updated it, so that people may subscribe to a working mod supporting the current RimWorld version. Should the original author ask me to take this mod down, I'll do as he asks.

I did so to some user-request, yes. In the end my changes just remove the displayed incompatibility.

As I've already said, I've copied the 1.2 version to a new 1.3 folder anticipating to have to do some changes. But since my quick test didn't reveal any problems, I didn't make any further changes.
