As far as any bugs go, please let me know if you encounter any further issues with this mod and I'll do my best to help out.
They can be stacked? I didn't know that because mods tend to only affect one single line of code so multiple mods affecting the same line of code would cause issues.
Like I said, I just tested this mod and didn't have any issues with it. If you wouldn't mind, try booting up the game with this enabled and see if you have any issues. If you do, please send me some of info about the error, so I can get to work on fixing it.
As for the mods not feeling as strong anymore: don't forget they stack! You can use all of these increased tile resources (and the increased city resources) mods at the same time if you feel they are too weak. The new DLC also added in some new options for starting resources and resource costs of units and buildings, so I would recommend trying some of those too.
Maybe I'm just not noticing then but after the DLC first launched I had to uninstall several mods because the outdated ones were straight up crashing the game, like not even opening the launcher crashing, after some time again unless I'm just not noticing it this mod didn't seem to work anymore and the city resources version feels the same way, they just don't seem to be as strong anymore.
