Small Constructor - Level 3 Base

This is simply a small constructor, 2 large cargo boxes (one for input & one for output), a generator, small fuel tank, and core.

Unlock at level 3. Originally made to provide 15x127mm immediately at level 3, but also provides other function as a small constructor.

This is the cheapest possible option available at early game to provide a small constructor, and can be easily made in the very early game.
