Another possible cause is a bug in the positioning of the image, where a decimal point would cause the behavior to go wrong.
This has been there since the beginning and has not been fixed even now.

Did the file you downloaded contain the correct data?
If normal, in the folder you downloaded, there should be 4 folders, 2 xml files, and 10 image files needed for activation.
If possible, copy and paste the images from the "body" folder into the "Clothcustom" folder.
If the problem still persists, there is probably still a bug in the official unity tool.
It is difficult to identify the cause of the problem since it has not occurred in my environment.
