Description
Public library (Extended Range).

The vanilla public library has a terrible range, so i extended it so there is far less of a need to put a lot of them.

Radius : 4 000 (vs 500 in vanilla)

Contact (3 000), Super (5 000) and Hyper (6 000) versions comming later.
