O veículo originou com base o M41 Walker Bulldog que estava em serviço no exército brasileiro durante os últimos anos da década de 1970. O projeto foi iniciado em consideração com o contexto argentino, com o TAM (Tanque Argentino Mediano), que possuí um canhão de 105mm L7, o mesmo dos carros de combate principais e caça-tanques avançados da época. Logística foi levada em extrema consideração durante o projeto do novo carro de combate, com muitos das peças utilizadas sendo pré-feitos ou localmente feitos no país, ajudando muito nos projetos como o Charrua e o Caxias.

O veículo que o exército desejava ter é um carro de combate com um peso de 30 ou menos, pequeno o bastante para ser carregado nas ferrovias brasileiras e evitar o máximo possível a dependência de importação de equipamentos extrangeiro. Em outras palavras, o veículo deve ser fabricado localmente com peças nacionais.

Os primeiros modelos do veículo (Mock-ups) tinha uma configuração semelhante aos blindados Marder (TAM) e Merkava, com o motor na secção frontal e a torre na traseira, mas isso foi substituído pelo o padrão de motor na traseira e torre no centro. Construção começou em 1982, e testes começaram em 1984, com essa versão (Tamoyo I) sendo encomendados. 7 exemplares foram requisitados.

Nas seguintes versões, o Tamoyo teve a sua blindagem aprimorada e teve, em alguns casos, o seu armamento aprimorado de 90mm para 105mm devido a presença do EE-T1/T2 Osório (ENGESA).

Isso aumentou o peso para 31 toneladas.

Embora o projeto corria bem, o programa fracassou devido a falta de interesse, competição entre a ENGESA e Bernardini e as opções que o extrangeiro revelava. O fato que um dos blindados Tamoyo foi involvido em um acidente com um carro Brasília, matando duas pessoas e ferindo a terceira, e as declarações da Bernardini dizendo que não teve culpa no acidente até o momento que foi revelado que um engenheiro da fabricante estava conduzindo o carro de combate realmente não ajudaram em nada no projeto do Tamoyo. Na verdade... isso também exacerbou a situação, resultando na recusa de compras do veículo. A crise financeira na Bernardini resultou no encerramento das operações da empresa em 2001. existe exemplares do veículo que iriam ser vendidos em um leilão, porem foram suspensas as vendas.

The vehicle originated with the M41 Walker Bulldog being used as a base and a vehicle that was in use during the late 70s in the brazilian army. The project started with consideration of the argentine context, with their TAM (Tanque Argentino Mediano), which uses a 105mm L7, the same that many tank destroyers and MBTs of the time.
Logistics were taken into extreme consideration during the project of the new tank, with many of the pieces being pre-made or locally manufactured in the country, helping a lot during the existence of Charrua and the Caxias vehicles.

The new vehicle that the army wanted was a tank that weighed 30 tonnes or less, small enough to be carried by railways and with a maximum emphasis on less and less dependency from other nations.

The first mockups of the vehicle had a configuration more similar to the TAM/Marder and Merkava, with the engine in the front and the turret in the back, but that was replaced by a standard engine in the back, turret in the centre. Construction began in the 1982 and tests in 1984, with the Tamoyo I version being requested. 7 of them were requested.

In the later variants, Tamoyo tanks had their armour strengthened (at the cost of being heavier, up to 31 tonnes) and, in some cases, having the 90mm armament replaced with a 105mm due to the ENGESA's Osório.

While the project went well, the programme failed due to lack of interest, competition between ENGESA and Bernardini, and the options that the foreign countries revealed. The fact that one of the Tamoyo tanks was involved in accident with a Volkswagen Brasília car, killing 2 people and injuring the 3rd, and the declarations of the manufacturer that the it had no fault in the accident until the moment that one of the engineers was exposed, driving the vehicle during the accident, did not help the project in any way. Actually... it exacerbated the situation, resulting in the refusal for purchases of the vehicle. The finantial crisis the manufacturer suffered made it go bankrupt in 2001. There is vehicles that would be sold, but the purchases were suspended.
