Legion Resource Fix

Description
You can no longer add heavy infantry regiments into a legion if you don't produce or import iron into the region.

!! Important !!
Its for heavy infantry only for now. I know that heavy cavalry has the same issue and will fix it in the future if this proves to be useful

@Lurumagno my solution sadly doesn't affect the AI so it can be only useful for multiplayer. There is no way to fix this. Paradox spaghetti code, its hard coded instead of being modable, even tho there are options to "mod" these things

I get "you're missing resources" tooltip for every unit type when I have iron, but can still press all buttons. To see it, start as Egypt and try to edit your legion.
The tooltip also breaks when creating a new legion. Start as Maurya, change the military law to Royal Guard, try to create a legion.
