Liu Hong mechanic for all Emperors

This adds in Liu Hong's mechanic to every playable Han faction, and it triggers when you become the Emperor.

When I saw Liu Hong mechanic I was like why wasn't this apart of every Emperor, so I did that.

I have changed some effects so it's not just ew bureaucrats, it is some minor tweaking but I will be changing it as time goes by feedback.

Mods this isn't compatible with is Court Politics, I don't know what causes this but something does.

This should be fully compatible with TUP, MTU, Wu all those overhaul mods, please alert me if something crashes.

Mod is save game compatible but may have a few bugs, do inform me of any so I can put up a disclaimer.

I am gonna pull a Guv here and say if you wanna find my mods, just search for my name Ironictw2st on the Workshop.

Also if you are creating a resource mod where it contains more than 1 resource, you can use my ui files as a template and do ask if you have any questions.

And fun fact you can stack all faction resources onto one faction :D
