Description
I was playing in tf2 and someone was wearing the Eye-Catcher, then I remebered how disappointed I was when it released that It didn't cover the Demoman's second eye. I went to Isaac and poured my frustration onto Cain and that's what we have now

well, this mod is just a cosmetic one, but I do see a reason to do a mod that disables cain in the way you described. I might look into doing such a thing
