Description
Because orbital bombardments suck.
This mod is a continuation of PROB (2.7) by Dazz Aephiex and Glassing the Planet Mod by Karloku (forked by Batmane) and is focused on:
• Orbital bombardment capability of planet destroying for a considerable amount of time for at least Militarists.
• Orbital bombardment capability of planet glassing.
• Orbital bombardment capability of planet annexing; just not as effective as army landing.
• 10-year truce is not enforced.
• The ability to declare war with no actual casus belli for at least Militarists.

☄️ Features

  1. Pseudo Truce
    • Instead of a 10-year truce, the AI has a 2-year truce and stops declaring war for 8 years.
    • Fallen Empires will forgive you about their negative opinion modifiers to you after ending a war with you.
    • Once a Criminal Syndicate lost a war, all of its branch offices within the major winner’s border will be closed, and it can’t establish new ones within that empire’s border for 9 years. Note that this also affects the player.
  2. War Exhaustion
    • War exhaustion passive gain is limited, removed for the last percents and before that somewhat reduced.
  3. War for War
    • Militarists, non-Pacifist Xenophobes, and Gestalt Consciousness who adopts unrestricted war policy may use "Rivalry" casus belli against their rivals to declare a total war. During total war, everything occupied are instantly annexed and surrenderer will be totally annexed. AI empires will not use this casus belli.
    • Rivalries no longer require a relative power level.
    • The casus belli "Humiliation" no longer requires rivalry.
  4. Planetary Invasion
    • Bombardments now damage the armies slightly faster and kill pops more frequently.
    • Defending armies can no longer cause collateral damage in ground battle.
  5. Bombardment Stance
    • Selective
      • Civilian Survival: Cannot kill pops.
      • Colony Capturing: When the last army is killed, there is a small chance the colony is considered captured. Note that you will instantly annex it if you are in a total war.
    • Indiscriminate
      • Available if is not any degree of Pacifist.
      • Colony Wiping: Bombardment continues until the colony is almost depopulated.
      • Tile Blocker Creator: Creates up to one tile blocker on the planet if the planetary devastation goes above 25%, up to two if 50%, and up to three if 75%.
        The tile blocker is accidentally effective against ringworlds due to the ringworld section rework.
      {*}Full
      • Yeah, the Full bombardment stance is now returned.
      • Available if is not any degree of Pacifist AND is any degree of Militarist or Xenophobe.
      • Available if Gestalt Consciousness.
      • Colony Wiping
      • Tile Blocker Creator
      • Gaia Downgrading: If the planet is a Gaia World and has 50% or more devastation, the planet is downgraded to a random ordinary habitable planet class.
      • Planet Nuking: If the planet has 75% or more devastation, the planet is turned into a Tomb World.
        This doesn’t affect Ecumenopolis, Relic Worlds, Machine Worlds and Hive Worlds.
        The colony must survive until nuked, or it’s simply depopulated.
    • Armageddon
      • Available if Fanatic Purifiers, Determined Exterminators.
      • Vanilla planet nuking effect is removed.
      • Colony Wiping
      • Tile Blocker Creator
      • Gaia Downgrading
      • Planet Nuking
      • Planet Glassing: If the planet has 100% or more devastation, the planet is turned into a Molten World that requires one year to cooldown into a terraformable Barren World.
        The colony is destroyed regardless of any populations, defenses or garrisons.
        If it’s a habitable megastructure, instead it’s destroyed (and can’t be rebuilt if vanilla).
        The colony must survive until molten, or it’s simply depopulated.
      • Endgame Crisis factions can also use this stance, but some of them don’t turn the planet into a Molten World.
        Prethoryn Swarm will infest the planet and seize control over it, because all the tastiness shouldn’t go waste. Also, Prethoryn now never spawn armies.
        Extradimensionals and Gray Goo will still have vanilla mechanics.
    • Raiding
      • Colony Wiping
      • 3.8 nerfed this stance to the ground, so the old values are moderately restored).
    • Pox
      • Replaced as a bombardment stance: If the Pox sample relic is active, instead of acquiring an additional bombardment stance, you get the following effect:
        Indiscriminate, Full, and Armageddon bombardments you perform have 2x more chance to kill biological pops. Selective gets nearly the value from the vanilla Pox.

🔁 Compatibility
• For full compatibility with ACOT, ZOFE, GIGA and "Ethics and Civics Classic" you need The Merger of Rules.
• Includes vanilla fixes (affected files) from Ariphaos Unofficial Patch (additional small fix AI_weight bombardment stance[forum.paradoxplaza.com]).
• Competing with AA Invasion! per Load Order (values are way higher, if below the Full bombardment stance is gone).
• Hypothetically less likely, but could possibly conflict with mods that add new habitable planet classes or allow the player to colonize normally uninhabitable planets. Head to the discussions for compatibility patch guide.
• Fine with StarNet AI.

💾 Legacy Version
If you play older Stellaris you can use the legacy version of The MoR 3.3 (which replaces the major version conflicts).
Or even for v3.14 you can use The MoR 3.14 - which should make this v4.0 backward-compat.

from stellaris/common/diplomatic_actions/00_actions.txt it has a comment saying a bunch of AI behaviors are set fixed to 10 years truce, but I just don't know where exact this value is from.

@FirePrince: vanilla truce time goes for 10 years and when time's up, both are sent back by MIA if border is closed. While this mod's case, after 2 years truce ends, player gets sent back, while the opponent can still freely roam(Unless you declare war again), so I suppose the parameter for the opponent to roam in your land is still remained as 10 years.

the 2 year truce has a bug of you're sent back to your border, but the enemy can still freely travel through your land though it's closed border.

Idealistically, orbital bombardment is a engineering technology, a really strong one that uhh you get when uhh... the uhh... well all genocidal factions should get to unlock them instantly.

When using "full bomardment" does "orbital surrender acceptance" still work? I've bombed down to the last pop and they just don't surrender.

@Zuma: Any official bug report for this? At least I reduced the values for this for now to vanilla (as vanilla 4.0 has increased all this dmg values indeed).

stellaris basegame bug appears that regardless of bombardment type, barely any damage will be done to armes but populations will be absolutely deleted in short fashion, making bombardment before invading virtually useless and now bombardment is just turbo charged and kills planets super fast. was hoping this mod would fix it but it infact does not

my bombardments stopped doing anything this morning as well
