I remember using Dev Mode to trigger a marriage (an option called "Set relationship"). For another, there's the mod "Romance on the Rim" which adds 4 precepts to allow the player to take more control over romance in your colony. These 4 are Cheating, Romance attempt, Breakup, and Marriage proposal. I also seem to recall that it allows manually starting a marriage for couples in the marriage spot.
BTW: There are several other mods that affect marriage or do stuff in reaction. RimStory will add wedding anniversaries. Message 2 Letter issues a letter make sure the player won't miss a marriage. [SIC] Co-Spousal Relations adds an implied relationship in a poly marriage to the same person, removing the mood penalty for sharing a bed. More Faction Interaction, among other things, can cement relations by inter-faction marriages, having a diplomatic marriage event. Less Rebuff nerfs mood debuffs on failed romance. Yayo's Animation adds animation for marriage ceremonies.
