Remove Domination (for Empire mode)

This mod effectively disables the domination victory condition by requiring 100% of sectors to be occupied.

This change is in intended to be used by folks who would like to disable domination victories in Empire mode, as there is no way to disable specific victory types in that mode and that is unlikely to change.

Note: This will change how domination victories work in every mode, not just Empire, however this change is redundant for playing random maps (since domination victory can be disabled). I have no idea how or if this change affects Campaign mode.
