Report a translation problem
You have to edit the file C:\Program Files (x86)\Steam\steamapps\workshop\content\784150\2593205446\Heating\building.ini (your steam library might be elsewhere, but the workshop numbers should be the same)
It has the line $WORKERS_NEEDED where you can set how many workers you feel like is right for this building. However for pipes the solution is at the bottom of the file.

This gives the coordinates for the pipe connection points. The first 4.0 for each shows that it's 4 over the ground and as such unreachable for underground pipes. Change it to 0 and it can be reached for above and below ground pipes. Repeat for the other pipe. Doesn't change already built buildings.
