More building slots for Major cities (WIP)

Description
Mod make all Major Cities 20 building slots available after second tier of main city.
New game required to work (mod will not work with existing saves).

Compatibility issues:
Mod is incompatible with other mods which modify startpos.

@OmegaMan I hope when you're making statements like that you're sure you're not running another startpos mod... Maybe the mod maker or one of the 2.275 subscribers can clarify? <3

A little bit too big, would it be possible to release an 18 or 16 building slot edition? Or shrink the size of the user interface?
