turns the CSS MP5 into the FHR-40

meaningful stats:
Rate of fire increased to 900 RPM from 800 RPM
Penetration layers: 3 (from 2)
Penetration power decreased to 20%
Accuracy decreased from 30~ to 20
Ammo pool changed from SMG to RIFLE
