Unite Spanish Thrones Modified

Added decision to move the de jure capital of united spain to either Toledo, Madrid, or your current realm capital whatever it is. Should work with any of the Iberian titles.

This modifies the original "Unite the Spanish Thrones" decision. Currently in the base game it is not possible to make this decision in the 867 start date for 2 reasons. 1) It can't be made (is not valid) without holding the kingdom titles of Leon and Castille and 2) It will not even show up in the major decisions list if you Leon and Castille don't exist. This is further compounded by not being able to create these titles.

As such I have made this to open that up for more flexibility in playing Iberia.

I have added a decision to create the kingdoms of Leon and Castille, destroying the title of Asturias in the process, so players can RP the split if they want. After this you can make the decision as you would in the later start date. But if you want to use the decision with Asturias as the primary title you can do that as well.

Further you can also choose to unite the thrones under any of the other Iberian titles with one little hitch. For so reason while it is possible to make the decision and bring all the duchies under Asturias the reverse, for whatever reason, doesn't work. You have to create Leon and Castille first if you want that territory under any of the other titles.

Example:
You want to unite the Spanish thrones(including the Asturias de jure territory) under Portugal. First take the decision to split Asturias, creating Leon and Castille. Then make Portugal your primary title and then take the decision to unite the thrones.
