Digital Liquid Democracy

Description
A digital liquid democracy is a voting system wherein the voters, with the use of information and communication technologies, directly vote on the proposals or delegate their votes to a delegate who votes on proposals. The voter can at any point change their delegate, delegates can be of different specializations, and the voter can always override one's delegates vote.

Sounds based. Can't say I'm too familiar with this concept, but it sounds like it might encourage people to vote for policies instead of parties.

I wonder if such a system would be helpful for unengaged/apathetic voters (especially working voters who literally don't have time to read policies even if they want to, and just vote for the "football team" candidates). Or if it would allow populist delegates to swindle these same people, and then use their own votes against them.
