Adds Austria under Kurt Waldheim to the game! Requires Brave New World.

Austria under Kurt Waldheim

UA: Out of Isolation, Into Neutrality
City state influence in non-aligned city states is boosted each time a Great Person is expended. +2 world congress delegates for each civilization that has denounced you.

UU: Jagdkampfbataillon (replaces Infantry):
33% Cheaper to Produce when at Peace. It is also 15% stronger on hills and farms, and has a 20% extra defensive bonus when fortified.

UB: Consular Academy (replaces Military Academy):
While connected to a city-state via Trade Route, provides +1 GWP while at peace, or +1 GGP for 10 turns upon the declaration of war.

I am a big fan of the modded civs you and many others have produced. I am a great fan of a modded civ that's simple to understand, yet offers a different strategy to the game.

I'd like to share some suggestions for this mod. Denounciations adding delegates is a unique spin I love to give a try. However it seems incredibly strong with +2 delegates and then the other UA bonus added on top of that. It's fairly easy to get denounced by a handful of civs. Ofcourse depending on the amount of civs in your game. But there are almost NO ways to get more delegates and also no official civs that do this. A +1 delegate per denounciation would already be pretty good.

The UU also has a combination of 3 abilties. Would love to see it simplified and in line with the general concept of the civ. Cheaper production at peace seems to fit best with the theme. There isn't anything else about hills / farms / defense in this mod. Officials often give a unit 2 abilities max. Cheaper to produce + stronger, or something like that.

The UB also has a double bonus, I'd go with either one of those bonusses.

Goodluck, I'm passing on this one as it's a bit to much of everything and not as straightforward as I enjoy my civs. This feedback is with good intentions though, keep up the good work!

There seems to be a typo in the lua file, it says "GetCapitaliCity()" instead of just "GetCapitalCity()"

So that's another Cold War civilization! Austria is the one of those, that are formerly under German rule for so long during WW2. Now that they are independent once again, but I'm afraid it continues to maintain neutrality since the Austrian State Treaty (which is the reason this mod has references to JFD's Neutrality Ideology mod).

It's military continues to maintain the doctrine of 'Total Defence' but their capabilities are limited, thus, so :steamsad: ...
