Ship Buffs Edict

I did some more digging around in code, and I genuinely hope that this finds to be a more helpful mod. This adds multiple edits, all dealing around the ideal name "Ship Master," so it can moreso fit the purpose of what the edicts deal around. This gives various buffs in exchange for energy credits, and it lasts until the edict is cancelled. It increases all spacecraft construction (build) speed at shipyards, as well as increasing diplomatic weight as well. Have fun out there, spacefarers!

Updated the mod to have more gradual unlocks and steady values that climb. Also removed ship upkeep debuff, as I feel like it was a part of the mod that people could do without. Also uploading screenshots of the code itself!
