Armageddon Fix Lost City Happiness Penalty

Description
The Armageddon spell states that "The caster's Empire ignores the 'Lost a city' negative morale modifier."
Due to a bug, this was false. This mod fixes that bug so that the Armageddon spell will now remove and negate the morale penalty for losing a city.

Interesting, I note this issue for fixing in the balance mod.
