In theory, if you could source pig iron that was smelted without coal, it should be possible to use the Bessemer process to prepare steel without involving coal at all.
What is absolutely necessary in steelmaking is some source of carbon, which is easily (but not exclusively) supplied by coal.
Oil seems to be the only raw product that doesn't need a process before it can be used.

Normally, there is a low enough amount of this sludge left over after refining that you can mix a small amount of lighter oil back in and sell it to shipping companies, who use it in their complicated ship engines that are capable of burning it. But when refining tar into oil, famously like in Canada, you end up with a lot more than these shipping companies need, so its turned into petcoke.
Having the player make decisions on what to do with these different products could make for interesting gameplay. It would also add more use to the university research, by allowing the player to research new, more modern refining processes.
But this mod has very good idea.
