Weapon UI SFX Update

Description
Updates the stock (and now 10 years old) weapon switching/error sound effects in the weapons list to something more fitting the game tone.

Sounds were made using the existing in-game UI sound effects.

Yup. My instinctual response is to blame the terrain system for that too.. somehow.

It's a cool sound.
Unfortunately Croteam hasn't fixed the UI's SFX not playing consistently. There's also no mod for it.
In BFE and Fusion, when you click to a weapon, a sound plays. But in SS4, it either plays, doesn't play, or it plays at a volume between 1% and 99%.
