Legion of Steel - Soldier Production Plant

The soldier production plant, or SPP, is a small Legion-created facility where soldiers are outfitted with proper weapons, armor, and gear. Instructions are located on screens in the facility, to make armor assembly easier. There are a variety of helmets, armor pieces, weapons, and gear to choose from when outfitting a soldier.

Basically, it functions as a functional Legion of Steel build-a-bear workshop.
