Hertz Province Patrols - Skaven Upkeep Fix For SFO

Description
This patch fixes the issue of the Skaven province patrols still costing 3 food upkeep when playing with SFO. If using Jack O'Neil's Province Patrols for SFO then this mod is not needed!

Save game compatible!
