Racoon City (Animated Menu Background)

Description
An animated background for the main menu. Its alot more sped up in game since animated vtf's tend to speed up the animation the more frames it gets. So I wasnt able workaround it.

Okay so it works now. I unsubscribed some things and those items are probably conflicting with this mod.

I'm not sure why it doesn't work. I tried it already yet it still shows missing texture.

This doesn't seem to work anymore. All it shows is the missing texture pink and black
