Reaper Shadow Cooldown

Description
This mod makes a change in the ability of the reaper "Shadow". Removing charges completely, leaving only cooldowns. If you are not satisfied with the default values, you can make your own changes.

Default Config:
ShadowMobilityMod=1.375
ShadowCooldown=3
ShadowActionPointCost=2
ShadowFreeCost=false

So if I change the action point cost to 0 and freecost to true, will it make it like the default Shadow, except there's a 3-turn cooldown to let me use it again? (May bump that up to 4.)
