Realistic Fuel Cost - Tier 9 cap

Description
An addon mod to Realistic Fuel Cost that caps the ship level used for calculating the fuel cost to 1 beyond the vanilla max (tier 9). Mainly meant as a BYOS fix.

Please note that any update to the base mod may break either mod. Current version of RFC this mod is built against: September 24. 2019, 9:36 (1.2_BountyHunterFix)
