Rebalanced Red Room Pool

Description
A simple mod which modifies the ultra secret room pool by changing the item weights to be higher for higher item quality (lower for lower quality items) to keep the disappointment to a minimum.

Current weight curve go as follows (may change if it does gain enough attention)
Quality 0: Weight: 0.2 Decrease By: 0.4 Remove On: 0.1
Quality 1: Weight: 0.4 Decrease By: 0.4 Remove On: 0.1
Quality 2: Weight: 0.6 Decrease By: 0.3 Remove On: 0.1
Quality 3: Weight: 0.8 Decrease By: 0.3 Remove On: 0.1
Quality 4: Weight: 1 Decrease By: 0.25 Remove On: 0.1

It is actually one of the first mods I made, albiet a very simple one as it just alters the item pools.

@mata it should unless the file setup is different, but I haven't updated the item pool on this one, should probably get to doing that soon

yeah, it should only modify the ultra secret room pool by how the xml is set up

this only affects the items' weights within that particular pool, not universally, right?

yep, that's the change I had been thinking about for a while since I heard all the items having the same weight
