Modernized Clans for FOTS

This mod has edited the building policy of FOTS clans so that the pro-shogun clans will also modernize their buildings. You can have more line infantries combats instead of melee units spam. I love FOTS very much but its units are not very historical. The game portrays samurais as old-fashioned armoured warriors which refuse using firearms while line infantries can be easily wiped out in melee combat. Probably this kind of stereotype originate from the film The Last Samurai.
Not compatible with mods that edit cai_personalities_tables such as Darthmod. But you can integrate them by using PFM
