My description says "RICO Lvl 3 High Density Residential Building", which means that you need the "Ploppable RICO" Mod to make it function as a residential:

A "Unique Building" that can house 32 households per stack? This should be interesting.
Your description says lvl 3 High-Density Residential, but the upload says "Unique building". Hmm, I'll see what happens either way. Hope it works. :)
