Refugia

Refugia is an old island city. When threatened by rising sea levels they raised the land around the edge of the island to form a barrier against the ocean. However, now much of the city lies on land below sea level, putting the citizens at constant risk of flood or tsunami. Luckily for their chances of survival, Refugia is a rich city, thanks to being a popular tourist destination, and having a well-developed tertiary industry sector, so it can afford to maintain a high quality of life for its citizens, as well as stocked disaster shelters to house the entire city in times of need. That only happens about once every 30 years though.

Note: in the event of a tsunami, resetting water to sea level will prevent the nuclear power plant from bugging out. This will flood the city though, so evacuate first.

All the mods found in this collection (https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=2636660975) should be regarded as required items, as with the road assets in the linked collections (Steam should allow the linking of collections as required items). Ultimate Level of Detail was enabled by accident for a time, but was not used to take the screenshots.
