Lenient Job Changes

Adds a way for every job to preserve experience when creating a new character mid-campaign.

A new item grants anyone an equivalent to the Assistant's Graduation Ceremony talent. Talents will be refunded, and leftover experience preserved.
Skill points cannot currently be preserved. You will lose them. Your skills will be reset to the baseline of your new job. I am looking into fixing this.

At a Fabricator, craft the item Forged Papers. It costs 1 Carbon. (Tip: you can get Carbon from deconstructing a Steel Bar)
Open your health interface and drag the Forged Papers onto your torso to apply it.
Now check your talents sheet. The talent "Career Change" should appear in the Endocrine booster slot.
If that new talent is present, it's safe to create a new character. Upon departing from a station, your new character will generate, and have all the experience of your old one.
