Power and Politics - A Proper Political System for Three Kingdoms - Sun Ce Updated

Description
A New Political Mechanic for Every Playable Faction, Reworked How Politics Works for Everyone

What This Mod All About
Have you ever felt a politics system is missing in Total War Three Kingdoms, a Total War game about the Three Kingdoms period, a historical setting where politics is very evident and deadly. So I gave a proper Politics system for all the playable factions from Liu Hong's politic's mechanic, where players has now more decision making in order to balance out the influence of the 3 Political parties and their effects. There are really no wrong decision here just make sure to balance the positive and negative effects of the 3 politics resource, the Bureaucrats, Your Dynasty, and the Warlords.

The Three Political Parties is the Bureaucrats, Your Dynasty, and the Warlords. The Bureaucrats represent the influence of civil ministers who got their position due to their merit. The Dynasty represent the influence of your family, it also represent the power of the central authority and centralization of power. While the warlords represent the influence of other powerful clans, governors, vassals, and powerful regional clans, they also represent the decentralization of power in your empire.

Reworked Political System
The Political influence resources work as a linear resource before, where low influence have less effects in general and high effect have way more effects, but I changed that to make politics more dynamic. Now low influence has the same amount of positive and negative effect as high influence, both extremes of the influence (extreme low and the extreme high) have extreme positive and negative effect compared to the middle level, the middle level is fairly chill on it's positive and negative effects. Every faction generally starts in the middle level on all 3 influence, and it is up to the player to choose what parties they want to have higher or lower influence to suit their play style or their preference.

Political Party Influence
Influence and be gained and loss from assigning court positions to characters, the political party influence increased and decreased depends on the character's political party they support, and also the court position itself.
The influence increased based on the court position:
- The faction leader and heir produce a relatively large dynasty influence and also additional bonus or minus influence for other parties depending on the character.
- Administrators produce a small warlords influence, and also a small bonus or minus influence for other parties depending on the character.
- The rest of the ministerial positions produce a small bureaucrats influence, and a larger bonus or minus influence for other parties depending on the character.

Characters in court positions increase the influence of the political party they support and reduce the rival of that political party. For example a character who supports the warlord political party will increase the influence of the warlord and decrease the influence of the dynasty party.

The amount of increase or decrease of a character in a ministerial position changes depending on the character and the court position. For example a character who supports the warlord political party might have bigger increase and decrease than other characters who supports the warlord party.

Influence for political parties can also be gained or loss from:
- Government reforms
- Assignments
- Unique faction resource
- Government buildings
- Overall characters satisfaction in a faction.
- Court Intrigues and Political Actions

The Influence resource meter for each political party was changed to 1 - 100 influence, with each having 5 levels of influence, each influence has a range of 20 influence each.
Level 1 0 - 19 ( Lowest Level of Influence)
Level 2 20 - 39 (Lower Level)
Level 3 40 - 59 (Middle Level of Influence) (Most Factions would start around 40 or 45 influence on a political party)
Level 4 60 - 79 (Higher Level)
Level 5 80 - 100 (Highest Level of Influence)

Political Party Influence Effects (Description is Work In Progress, check the effects in game)
Bureaucrats (high influence)
Positive effects
- more assignments
- more spies
- more satisfaction for characters who supports the Bureaucrats political party
- less construction cost
- trade influence
- spy undercover defense
- more cover for spy

Negative effects
- more corruption
- more construction time
- more recruitment cost

Low Bureaucrats influence has the positive effects of high influence but as the negative effect like less assignments, the negative effects of high influence got its effect reduced or straight become positive.
Medium level of influence will have a much more tamed positive and negative effects.

I made it so that the absence of Bureaucracy to be a big loss to any empire, while with more influence the bureaucrats became more corrupt and less inefficient than mid influence. This political party acts different the remaining 2 as the low influence for bureaucrats needs to be avoided.

The Dynasty vs the Warlords / Centralization vs Decentralization
Dynasty (high influence)
Positives
- More Satisfactions
- More Armies
- More Character Experience
- More Morale
- Reduced Corruption
- Reduced Mustering Turns
- More Vassal Diplomatic relation

Negative
- Penalty to Public Order
- Penalty to Imperial Favor
- Penalty to Diplomatic Relations
- Less Administrators
- Less Assignments

Warlord
Positives
- More Administrators
- More Public Order
- More Food from Farming
- More Reserves
- Less Food Loss from Distribution
- More Replenishment
- More Replenishment for Militia
- Less Recruitment Cost
- More Income
- More Population Growth
- Less Redeployment cost
- More Experience for Administrator

- Penalty to Satisfaction
- Penalty to Satisfaction of Warlord Supporters
- More Desire for Higher Office
- More Desire for Independence for Administrators

@Total Warlord Hey there! Love the mod and the work that you do :)

I can really see the dedication when i dive into everything, but i want to see if i can get your approval on something.

I use TROM+TUP and used this mod to create a lite version of my own. Essentially i nerfed all the bonuses and lowered the debuffs as well. Would you be willing to allow me to upload a lite version of this mod if I link to your page and give you credit?

my brain can't handle this mod buffs/debuffs yet

as stated below, unfortunately feels overtuned, it could be an effect of another mod in conjuction but with the character experience alone my main character is level 7 on the first turn...The effects are unfortunately much too strong.

I also think it's an odd design choice for units to have increased upkeep tied to higher dynasty influence. If anything, the more centralized the military becomes the more efficient it should be an thus upkeep should decrease.

As for the increased corruption from bureaucracy, I think you should slim it down to something like +5/+10/+15/+20/+25. Lastly, the character experience bonus from Dynasty influence is crazy high. Perhaps +10% per tier would be more reasonable.

Just some suggestions. All things considered it's a fantastic mod and with just a bit of tweaking of some of the numbers I think this would be a must-have.

I agree with some of the other comments that a lite version of this mod would be quite welcome. Overall I think that many of the effects of the political system are fine but then there are a handful of things which are way overtuned imo. I think the heavy penalty to trade agreements for high bureaucracy is an odd choice. I'm not really sure it even makes sense to penalize trade agreements in that instance but since you are I think it should be less extreme (also why would higher warlord influence give trade agreements?).

Maybe instead of -1/-2/-3, etc there should be no penalty for the first 2 tiers (or even bonuses) and then it could be -1 at t3/ -2 at t4, -3 at t5. It's kind of crazy that most of the time you're just straight up penalized 3 trade slots right out the gate. On the other hand, the benefits to admin slots from warlords is likewise too high. Starting off with +3 admin slots is too strong. It should similarly be nerfed to a more reasonable amount.

Does this not work when playing as Lü Bu?

Anyone have any suggestions on reducing bureaucrat influence? It's maxed out for me, and literally every character I own (40+) is at least +2 to bureaucrats. Fired all my advisors that had large +bc influence.

I get that this is a way to balance huge empires, you get big cost debuffs from all the people you have to hire, but I'm not that big (not even duke yet).

It's enough I might try my hand at a quick rebalance mod.

Very good idea, but too harsh on buffs and debuffs. Would be great have a lite version

I would be interested in a "lite" version of the mod if you had any thought on it. My current problem, is it feel at least with Radius and a few other mods the "overwhelming" amount of buffs and debuffs being added by all 3 factions is just too much.

Thank you very much for the mod and it was cool to try out! Will def keep my eye out for if you try your hand at a lite version. One that could still have big swings from 1 - 5 and a good middle ground at 2 - 4 like this version but maybe just less overall effects so you could simply read it once or twice and have an idea. Warlords = stronger army but upset people and food, Buro = Spies and Assignments but costs lots of money, Dy = Stronger people and money but less armies" not good examples but just more simple ideas.
