Norscan outpost economy increase

Description
This mod significantly increases norscan income from ports and adds a standard level of income to the outpost loot building to make the norscans scale better outside of norsca, and against other rival factions.

The result is a more evenly matched norsca that can stand toe to toe with its neighbours while being even more focused on taking ports.

ports now provide 300/600/900 income
unique ports now provide 900 income
the loot outpost building now provide 200/300/400 income
This means in total an outpost (which can only be built along the coast) can provide a total of 1000 income at max level, while this is quite a substantial amount, norscans cannot conquer inland, so this makes up for their conquest restrictions.

This mod also provides a small buff to the outpost recruitment building to make it more viable, along with that a lot of building cost fixes as a lot of norscan buildings have messed up building prices for some odd reason, so this is basically a built-in bug fix.

Norsca felt extremely weak to play, both as the player and as the AI. This mod makes the norscans feel like a more normal standard faction.

this mod will always remain up to date, due to the simplicity of the code, don't worry about the "!" sign.

Youre right, but its very hard to get to tier 3
Youll need to have sufficient corruption, safety and it only reduces downtime
In the end income is the deciding factor, remember that youre sacrificing an entire building slot to reduce a bit of downtime

this is so great. But it feels kinda op to recruit mammoths in 1 turn in global... maybe instead of further global reduction(more than 1) you could add recruitment cost reduction?

The mod now has some building cost bug fixes and gives global recruitment time reduction to the recruitment outpost building by -1/-2/-3 to make it balanced as it was useless
