Description

Mod just changes the food from being consumed by the size of the cities, which never change depending on population, now instead depending on the amount of people in the city, the food will be consumed.

If a Level 10 city has no population, it will not consume any food.

Note: This changes up the balance that CA has setup, so the beginning of the game may be a lot harder to manage.

I haven't fully play tested this so I do not know how bad or too easy the late game will be.

@Ironic, it seems there is something wrong with this mods.

Something is wrong with the consumption. Even though I took over the northern half of China and upgraded all of the food buildings, I am struggling to get enough food, despite having no tier-10 city. Meanwhile, Liu Bei with four commanderies somehow has enough food to upgrade all of them to tier ten.
